No.  An Internet Service Provider (ISP) is a company whose primary business is to provide its customers with dial-up or dedicated access to the Internet.  OxONet specializes solely in hosting sites on the World Wide Web.   To edit or view your  OxONet web site, you must already have access to the Internet through an ISP.  Your ISP may also provide you with limited World Wide Web page hosting capabilities.  Typically, OxONet can provide you with a more professional Internet address (i.e., www.yourname.com as opposed to www.your-isp.com/~yourname, which most ISPs provide) and greater access to technical support on questions specific to web hosting.
